The purposes of the project are: to analyze the effects of the State Implementation Plans (SIPs) executed by local EPB, to revise "The Rules for Auditing effects of Local EPB’s SIPs ", to provide informations to EPA and the group of air pollution control technology consultant, and to assist EPA to audit the budget of local EPB’s air quality control plans. According to the auditing result, most of auditing indexes are better than 2000 for most counties. Air quality is also improved in 2001. In revising "The Rules for Auditing effects of State Implementation Plan form Local EPB ", some indexes for execution quality are created, and questionnaire for people feelings is also established for future work. During field auditing, it is found in some counties that data provided by EPB were not matched with documents hold in EPB. In the future, plans following the strategies of emission cap management, relative rules including BACT, PSD, and network improvement, which are needed to implement from local EPB are recommended to be included in auditing rules.
